The European Commission, Directorate General Information Society and Media (DG INFSO), has put online three video-animations on eHealth, eIdentity and eProcurement respectively.

The video-animations were prepared by both the “ICT for Health” and the “ICT for Government and Public Services” Units of DG INFSO.

The functional requirements are a technical reading of the EU legislative framework for electronic public procurement. Additionally, they suggest technical solutions enriched with practices resulting the analysis in European countries and abroad.

The functional requirements report comprises two volumes: 

• Volume I: description and activity flows for eProcurement procedures, functional requirements, technical specifications and open issues
• Volume II: in-depth technical analysis and scenarios to experiment with the dynamic demonstrators and further understand the concepts described.

This workshop will present experiences in using different tools for electronic public procurement developed taking into account the European legislation, and more particularly, the Functional Requirements. Among other eProcurement solutions the European Commission´s eProcurement demonstrators (http://www.epractice.eu/eprocdemoshelp) and helpdesk will be presented.

This workshop is intended for civil servants from public administrations, software developers or other eprocurement professionals.

PEPPOL WP8 - Solutions architecture, design and validation are hereby pleased to announce a PEPPOL “Proof of Concept” client, demonstrating simple exchange of business documents using a registry infrastructure. WP8 has been testing the PoC client internally and we are now inviting you to try it out by yourself.

Start the client by double-clicking the file PocClient.bat (You will find the file in the library “PoCClient-Windows-19-12-08″) – Mandatory: BEFORE you run the client you MUST install Java JDK 1.6 or newer on your computer.

Több mint féléves egyeztetés után a parlament decemberben elfogadta a közbeszerzésekről szóló törvény módosítását. Ilyen mértékű változásokra, amelyek nagyobb része ez év április 1-jén lép hatályba, 2006 óta nem volt példa.

Az apropót az eljárások szabályozásának, a közbeszerzések intézményrendszerének felülvizsgálatára egyrészt az időközben megjelent új uniós jogorvoslati szabályok hazai szabályozásba átültetése, másrészt az államreform keretein belül felmerült igény adta. Korábban megjelent cikkünkben három példát említettünk mint lehetséges újítási lehetőséget a hazai közbeszerzés szabályozásában az akkor ismert előterjesztés alapján (VG, 2008. április 17.).

Tekintsük át, mi lett az innovatív ötletek sorsa.
