HU: PROCURE: Elektronikus közbeszerzési platform

Öt európai régió teszteli azt az elektronikus platformot, amely a közigazgatási intézmények számára egységes felületet kínál közbeszerzési eljárások kiírására egy-egy régión belül. A Procure projekt célja emellett, egy közös, uniós pályázati piactér megteremtése az egyes regionális platformok későbbi összekapcsolásával.

Az projekt első fázisát a francia Burgundia (Bourgogne) régió tanácsa e-bourgogne kezdeményezése adta. A 2005 januárjában indult e-bourgogne online pályázati oldalon mintegy 900 hatóság tette közzé kiírásait a kelet-franciaországi régióból. A szolgáltatást eddig – az ICT Result áprilisi adatai szerint – 12 000 cég és vállalkozás vette igénybe, amelyek összesen 8000 pályázati jelentkezést nyújtottak be elektronikus úton. A program működése a pályázati kiírások költségeit 15-20 százalékkal csökkentette és a kiírók a régebbi egy-kettő helyett 10-20 jelentkezést kapnak – számolt be róla az uniós hírforrás.

A szolgáltatás egy nyílt forráskódú technológiára épül. Így a program következő lépésében ugyanezt a rendszert bevezették a karib-térségi, francia fennhatóságú Guadeluope megyébe és a cseh Közép-Bohémiába is. Ezután a projekt vezetői létrehoztak egy európai szintű weboldalt, melyen a három régió, továbbá a francia Bretagne, a svéd Uddevalla és az olasz Piemonte tartományok már létező elektronikus közbeszerzési platformjai egy közös felületen keresztül váltak elérhetővé.

Az eddigi tapasztalatok alapján megnehezítik a határokon átnyúló együttműködést, hogy a közbeszerzéssel nemzeti jogszabályok eltérnek egymástól, többek közt olyan kérdésekben, mint az elektronikus aláírások szabályozása. Egy másik uniós támogatású projekt, a Versenyképességi és Innovációs Program (CIP) által finanszírozott PEPPOL kifejezetten azt vizsgálja, hogy ezt a jogszabályi környezetet hogyan lehetne európai szinten harmonizálni.

A technológia tesztelése és a szabályozási háttér tanulmányozása mellett a Procure projekt további feladata az elektronikus pályázati platformok népszerűsítése a kis- és közepes méretű vállalkozások körében. A programban résztvevő partnerek ezért ismeretterjesztő előadásokat, műhelybeszélgetéseket és egyéb szakmai eseményeket rendeznek a célcsoport számára. Az ICT Results uniós forrás beszámolója szerint ezeknek köszönhetően Bretagne-ban öt-hatszorosára nőtt a kkv-k érdeklődése a régió elektronikus platformja iránt. (Az ICT Results és a Procure nyomán)

PEPPOL Infrastructure Open for Early Adopters

Version 0.8 of the PEPPOL infrastructure (Pan European Public Procurement) has been released on 1 May 2009. The release includes a simple demonstrator business application in addition to open source software libraries and other components.

The PEPPOL Infrastructure allows Service Providers, governments and large corporations to exchange business documents between their respective users. Small and medium-sized companies and public sector organisations that do not have the capabilities to connect directly to the PEPPOL Infrastructure must sign up with a Service Provider connected to the PEPPOL Infrastructure.

It is strongly recommended that a standardised interface be used for connecting to a Service Provider. The PEPPOL project offers the “PEPPOL lightweight profile” as such a standardised interface.

Contents of the 0.8 release

The release contains the following components: 

  • A software toolkit implementing the “PEPPOL Full profile” needed in order to establish an access point (connection) to the PEPPOL infrastructure.
  • A software toolkit implementing the “PEPPOL Lightweight profile”. This toolkit is used to implement an optional interface between an access point and a connected ERP system or a simpler business application.
  • A reference implementation of a very simple business application capable of creating and receiving orders or invoices. This reference implementation is called the “PEPPOL Demonstrator”. The PEPPOL Demonstrator implements the “PEPPOL Lightweight Profile” using the supplied toolkit.
  • A REST-proxy which can be set up in front of a UDDI registry. The open source UDDI registry,OpenUDDI, can be used as service registry. The REST-proxy implements the PEPPOL registry specification. 
  • A software client library for the Registry Locator Service.
  • A software client library for the Service Registry.

UK: Winners announced in the 5th annual eGovernment National Awards

E-Government is delivering major benefits to citizens across the whole UK, proves the winners-list in the e-Government National Awards announced on 21st January, and organised by PublicTechnology.net. Prime Minister Gordon Brown said: “The 2008 awards saw a record number of nominations from across the country - individuals, teams and organisations who are using new technologies in innovative and creative ways to deliver better public services.”

The winners-list of the eGovernment National Awards was announced on 21 January 2009. The 11 winners have received the UK’s highest level commendation for the best eGovernment and technology-driven services.

eGovernment is delivering major benefits to citizens across the entire UK. Nowadays citizens are demanding better government services and the eGovernment National Awards winners are cleary supplying some of the technology necessary to this end by new breakthroughs and the achievement of new goals. The services thus provided, through innovative online delivery or IT implementation, have positively transformed the lives of citizens, local communities, business and stakeholder groups.

Important key themes in this year’s Awards, run by a private information services company, are the effective implementation of Green IT and the use of innovative technology to deliver services that will contribute to a fairer society.

The charitable beneficiary of the fifth annual eGovernment National Awards dinner was the Information Technologists’ Company - with funds raised aiming at assisting the lives of the disadvantaged.

The eGovernment National Awards 2008 were supported by the Government Chief Information Officer (Cabinet Office), the Society of Information Technology Management (SOCITM) which represents ICT management in the public sector, and the Society of Local Authority Chief Executives and Senior Managers (SOLACE).

eProcurement - opening doors to cross-border business!


The European Commission, Directorate General Information Society and Media (DG INFSO), has put online three video-animations on eHealth, eIdentity and eProcurement respectively.

The video-animations were prepared by both the “ICT for Health” and the “ICT for Government and Public Services” Units of DG INFSO.

Functional requirements for eProcurement under the EU legislative framework

The functional requirements are a technical reading of the EU legislative framework for electronic public procurement. Additionally, they suggest technical solutions enriched with practices resulting the analysis in European countries and abroad.

The functional requirements report comprises two volumes: 

  • Volume I: description and activity flows for eProcurement procedures, functional requirements, technical specifications and open issues
  • Volume II: in-depth technical analysis and scenarios to experiment with the dynamic demonstrators and further understand the concepts described.
